Development of Nuclear Energy Legislation in East Nusa Tenggara Province
Kembali 15 Mei 2024 | Berita BAPETENThe Nuclear Energy Regulatory Agency (BAPETEN), through the Directorate of Regulation of Nuclear Installation and Materials (DP2IBN), held Development of Nuclear Energy Legislation in the field of nuclear installations and nuclear mining with the theme of Risk-Based Business Licensing in the nuclear energy sector and nuclear mining in East Nusa Tenggara (NTT) on Wednesday, May 15, 2024.
Present at this development was the Regional Secretary of NTT Province, represented by the Assistant for Economy and Development of the Regional Secretary of NTT Province, Flouri Rita Wuisan, who also opened the development of this regulation event.
In her remarks, Flori hoped that through this development activity, the participants could understand the laws and regulations in the field of nuclear installations and materials well so that they could apply them correctly in carrying out their respective duties and responsibilities.
"With an understanding of knowledge, compliance, and effectiveness in supervising the use of nuclear installations and materials, nuclear technology can be used and utilized in various fields," said Flory.
"I hope that the ladies and gentlemen who are present can observe carefully; if there is anything that is not understood, you can ask, so that later the implementation can be carried out properly," he continued.
Flory invited BAPETEN and the NTT Provincial Government to synergize for sustainable development.
In addition to Flory, also present were the Acting Head of the NTT Regional Secretariat Government Bureau Steff Surat, the NTT Energy and Mineral Resources Agency, Jusuf Adoe, Representatives from the NTT Environment and Forestry Agency, the NTT Industry and Trade Agency, the NTT Investment and PTSP Agency, the NTT Communication and Informatics Agency, the NTT Provincial Public Works and Spatial Planning Agency, the NTT Regional Development Planning, Research, and Development Agency, the NTT Regional Disaster Management Agency, Academics from the Faculty of Science and Technology of Nusa Cendana University, and Business Actors in the Mineral and Coal Mining sector.
Meanwhile, from BAPETEN, in addition to the Deputy Chairman for Nuclear Safety Assessment (PKN), Haendra Subekti, also present were the Acting Director of Nuclear Installation and Material Supervision Regulation (DP2IBN), Nur Syamsi Syam, and several related BAPETEN staff.
Haendra said in his speech that the purpose of this regulation development is to disseminate nuclear energy laws and regulations and provide an understanding of their implementation. In addition, it is also to find out the conditions in the field as an effort to form a network with stakeholders in the region.
Haendra explained that Law 10 of 1997 has been partially amended by the Job Creation Law (UU Cipta Kerja). This Job Creation Law provides greater convenience and business opportunities for business actors. "Business activities in the nuclear energy sector can still be improved, because currently the 12 business activities that are the responsibility of BAPETEN to be developed are still very minimal," he explained.
"East Nusa Tenggara Province has the potential to utilize nuclear energy, especially in the fields of industry, health, energy, agriculture, and improving food quality, as well as mining activities that have the potential for radioactive accompanying minerals," continued Haendra.
East Nusa Tenggara also borders directly with another country, namely Timor Leste, so the nuclear security aspect needs attention from the local government. "Therefore, it is very important for stakeholders in East Nusa Tenggara to obtain the latest information on applicable regulations and those under revision so that they can obtain a big picture of the nuclear energy regulatory framework," concluded Haendra.
In this coaching, a panel discussion was also held, which presented two materials, namely material related to the Job Creation Law, Government Regulation (PP) Number 5 of 2021 concerning risk-based business licensing, and the Nuclear Energy Law Draft presented by Nur Syamsi Syam, and the second material related to PP Number 52 of 2022 concerning Nuclear Mining Materials, Mining Safety, and Security by Farid Noor Jusup.
Acting as a respondent to the material presented, Acting Head of the NTT Provincial Secretariat Government Bureau, Stefanus Surat. While the moderator was a functional official at the NTT Provincial Secretariat Government Bureau, Aditya Arkha.
